Bio:

Andres F. Martinez is Senior Counsel at the International Finance Corporation (IFC) Legal Department, where he advises the Special Operations team on the restructuring, recovery, and resolution of IFC’s distressed investments across emerging markets. In this role, Andres provides legal and strategic guidance on complex cross-border workouts, insolvency proceedings, and the negotiation of innovative restructuring solutions that balance commercial, developmental, and stakeholder interests.

With over 25 years of legal experience and a master’s degree in corporate law, Andres brings a unique blend of private sector, multilateral, and policy expertise to the field of international restructuring and insolvency. Prior to joining IFC, he served as a Senior Financial Sector Specialist at the World Bank, leading global legal reform initiatives to strengthen insolvency frameworks, creditor rights, and workout mechanisms. He has published and lectured widely on insolvency, restructuring, and financial sector development, and played a key role in shaping international standards as Chair of the World Bank–INSOL Legislative and Regulatory Colloquium and Co-Chair of the World Bank Insolvency and Creditor/Debtor Rights Task Force.

Earlier in his career, Andres practiced law in the private sector, representing major creditors in complex insolvency and restructuring proceedings. He is a member of the International Insolvency Institute (III) and an INSOL Fellow, where he continues to advance cross-border cooperation and legal innovation in the field of insolvency.
